User you own control numbers

Why don't you use a two-part key. The first part being the primary control number that you assign. The second defaulting to zero. When you load the data into a table save the previous records control numbers as hidden fields in the current row. Then if the user inserts a record you can increment the second control field. I know this is a lot of work but it will provide the desired result plus it will create an "audit trail" of the insert activities.

OR

Let the user maintain a "item sequence" value in each record to order it the way the want. This may seem like a cop-out but I've seen it work well. Especially if it is called something cool and powerful like "profile id" or something like that...
