... one way to set a cookie and then redirect is to send the browser a page with a "refresh" header instead of a redirect "location" header. That is, set the cookie and return a page something like this:

SET to = "http://(your URL)";

<HTML> <HEAD> <META HTTP-EQUIV="refresh" CONTENT="0;URL=$to$"> </HEAD> <BODY> <CENTER> Transferring to <A HREF="$to$">$to$</A> </CENTER> </BODY> </HTML>

The "refresh" with a time of 0 seconds will cause the browser to immediately load the specified URL. (You should put a message and a link in the page body in case the request gets stuck, so the user can click it to continue.)
