You could make it so that just one value shows in your dropdown list.

<select name="example" size="1">
 <option value="1">First</option>
 <!--IF $condition$=TRUE-->
 <option value="2">Second</option>
 <option value="3">Third</option>
 <!--ENDIF-->
</select>
Or, to have multiple conditions;
<select name="example" size="1">
 <!--IF $condition1$=TRUE--><option value="1">First</option><!--ENDIF-->
 <!--IF $condition2$=TRUE--><option value="2">Second</option><!--ENDIF-->
 <!--IF $condition3$=TRUE--><option value="3">Third</option><!--ENDIF-->
</select>

Apologies for using the old <!--COMMAND--> method but I still kinda like it.
