No connection with DSN in Intranet whereas it works in command line

My ODBiC program establishes ODBC connection with Oracle 9 via system DSN. It works well as a command line whereas gives no connection to DSN without explanations in web. The rest ODBiC operators work. The IUSR_XXX has full rigths over the directories of the script and ODBiC.EXE, Windows, Oracle and is a member of local administrators. Even if I run the IIS with local\Administrator account it has no effect. The system is Windows XP, ODBiC.EXE - I tried several versions. What else can I try?
